KARACHI: Though, the menace of extortion (Bhatta) from industrialists somehow has ended up in the metropolis however the field offices of the Sindh Government seems gearing up the menace once again by collecting bribe and bhatta in guise of official fines/penalties, it is learnt.

In the recent past, there are a number of complaints from industries operating in the limits of Sindh Employees’ Social Security Institution (Sessi) where junior officers are involved in blackmailing, taking bribes (extortion) from industries for one or another reason in cover of official correspondence etc.

According to sources, the directorate of the SESSI’s SITE (East) has been under strict watch for doing such illegal activities where a low-grade gardener (Malhi) namely Riyasat Ali with the help of Assistant Nadeem Baloch are allegedly involved in issuing various legal letters including show-cause notices to industries for want of millions of rupees.

Both these junior employees are enjoying patronage of Deputy Director Asif Qaimkhani who issuing these illegal letters to industrialists with his signature while Malhi Riyasat Ali and assistant Nadeem work as front-man and brokering the deal on behalf of Mr Qaimkhani, sources alleged.

“The factories owners are time and again warned through legal notices for yearly audits however the notices are suspended/withheld in return of heavy bribes. The gardener portrays himself as Nadeem Baloch (assistant) while Nadeem Baloch presents himself as Riyasat Ali for this illegal mafia like act”, sources disclosed.

The Malhi Riyasat collects money from the industries allegedly on behalf Asif Qaimkhani, sources said, adding that such illegal practices have resulted in closure of many industries in the metropolis.

While talking to Sindhnews, Deputy Director Asif Qaimkhani said that gardener (Malhi) Riyasat Ali used to work as rider for his directorate as there was an acute shortage of staff in his directorate. “I am yet working as deputy director however the allegations levelled against me are baseless as the gardener has no authority to sign any official document. A number of officials are waiting for the promotion as no meeting of Departmental Promotion Committee (DPC) is held for the last couple of years”, Mr Qaimkhani added.
