KARACHI: It seems that there is no check and balance on mega corruption in state-run-institution as a director level official owns properties worth billions of rupees and still they are enjoying the most lucrative posting.
Dr Sadaat Ahmed Memon, who has emerged as the most-corrupt official of the Sindh Employees’ Social Security Institution (SESSI) these days with his alleged direct involvement in mega corruption at the institution, carries bogus career as he was illegally appointed directly in BPS-19.
In its report or the year 2016-17, the Auditor General of Pakistan in its report 2016-17 clearly mentioned: “It was observed that the management appointed Dr Sadaat Ahmed Memon directly in BPS-19 in January 2006 and subsequently promoted to BPS-20 in July 2013 without following eligibility criteria and prescribed experience in violation of rules”.
The auditor also pointed out that Rs 9.997 million paid to Dr Sadaat Ahmed Memon on account of pay and allowances were irregular.
According to Services Rules of Sindh Employees Social Security Institution (SESSI) 2006, the post in BPS-19 shall be filled by Selection Board by promotion on seniority-cum-fitness basis from among members of service holding the post of Senior Medical Officer/Women Senior Medical Officer subject to at least 12 year service in BPS-17 and above.
While remaining on the most lucrative posts in the organization, Dr Sadaat Memon has corrupted billions of rupees while playing with the lives of laborers. He remained posted as Director Procurement for couple of years from where he minted such a huge amount.
Here are the few achievements of Dr Sadaat Ahmed Memon:
- He owns a private hospital – Sindh City Hospital now name changed as Al-Hamd Hospital – in city’s posh area worth Rs 1 billion.
- He is the Master of fake-billing, over-payments.
- Dr Sadaat owns 15-acre of precious commercial land just opposite to New Sabzi Mandi worth more than Rs 190 million.
- Fake/bogus payments worth Rs 13.954 million at 25-bedded hospital at Labour Colony Daherki.
- After buying a multi-millions private hospital in city’s posh area, an official of Sindh Employees’ Social Security Institution (SESSI) has purchased commercial lands on superhighway worth millions of rupees, Sindhnews has learnt.
Dr Sadaat Ahmed Memon is one of them who has brought loss of billions of rupees to the Sindh Government and portrays himself as the ‘honest’ official.
Dr Sadaat Ahmed, the then Director Procurement, Sindh Employees’ Social Security Institution (SESSI), who is presently posted as Medical Superintendent SS Landhi Hospital, is under various investigation focusing corruption of billions of rupees in the institution.
As the Sindhnews highlighted that Dr Sadaat Ahmed Memon owned a hospital namely Sindh City in Karachi’s posh area with evidences, he immediately renamed the hospital as Al Hamd Hospital to avoid further investigations into the assets beyond known sources.
Sindhnews repeatedly tried to contact Dr Sadaat Ahmed for his official version however he never replied back to calls and text messages sent to him on WhatsApp.
