Kamal Hakeem Dayo – A topper, an engineer, administrative pundit, book-lover



KARACHI: Opening his eyes in the well-educated, prominent landlord family of Khairpur district, Kamal Hakeem Dayo son of Abdul Hakeem Dayo is the young man who achieves what he wishes for despite the luxury life. His father was a senior officer of Sindh Government who retired from the service as Director of the Agriculture Department, GoS.

Mr Kamal Hakeem has only one brother namely Iqbal Dara who is also the most competent and commissioned officer. Presently, Iqbal Dara is serving as Deputy Inspector General of Police (DIGP), Government of Sindh.

Kamal Hakeem received his primary and secondary education from the Public School Hyderabad. He outshined in the matriculation examination held by the Board of Secondary Education Hyderabad.

He also clinched A-1 grades in the intermediate examination held by the Board of Intermediate Education Sukkur.

With the decent personality and smiling face, Kamal Hakeem was an outstanding and brilliant student who always topped in his studies. Besides, he always took active part in extra-curricular activities in school, as well as, in the college.

While finishing his intermediate, Kamal Hakeem succeeded to get admission in the well-reputed and prominent educational institution of Sindh – Mehran University of Engineering and Technical (MUET) – from where he completed his Bachelor’s of Engineering (BE) in Civil Engineering.

Aiming to do something different in life, Kamal appeared and qualified the most toughest and competitive examination held by the Federal Public Service Commission (FPSC). He then joined the Airport Security Force (ASF) as Assistant Director where he had served for quite some time.

Yet again, he was selected through rigorous selection process and joined the National Accountability Bureau, a corruption watchdog, as Assistant Director-cum-Investigating Officer (IO). He had briefly served the NAB.

In the meanwhile, Kamal Hakeem also appeared and qualified the competitive examination undertook by the Sindh Public Service Commission (SPSC) and allotted the Ex-PCS slot. He joined the Sindh Government as Assistant Commissioner (AC).

Firstly, he was posted as Assistant Commissioner (UT) at Hyderabad. He also served as Assistant Commissioner Karachi South; Model Colony; Gulshan-e-Iqbal; Nazimabad. He had also served as Additional Deputy Commissioner-II Karachi East and Additional Deputy Commissioner-II South district of Karachi.

With his promotion to BS-18, Mr Kamal was posted as Deputy Secretary, Sindh Education and Literacy Department where he served for a brief period. He had also worked as Deputy Secretary in Energy Department, Government of Sindh.

Afterwards, Kamal was posted as Additional Deputy Commissioner-I in Karachi’s Central district where he served with utmost honesty and determination. Then, he was posted as Deputy Director, Sindh Food Authority.

Kamal Hakeem also served as Deputy Director, Anti Corruption Department at Hyderabad, Sukkur and Headquarters at Karachi.

After promotion to BS-19, Mr Hakeem was posted as Deputy Director (Legal), Anti Corruption Department.

Presently, Kamal Hakeem is posted as Managing Director of the Sindh Mass Transit Authority (SMTA) where he is responsible for overseeing the development and management of mass transit projects in Sindh province.

Zahid Hussain Mirani – A lawyer, an investigator, a cricketer, a debater



KARACHI: Zahid Hussain Mirani son of Gulzar Ahmed Mirani was born at Garhi Yasin, a town of district Shikarpur on January 25, 1978. His father was a contractor. Zahid Mirani has two brothers and a sister.

Mr Zahid received his early education from the Government Primary School, Habib Mungrani while he got secondary education from the Government Shah Abdul Latif High School, Shikarpur, affiliated with the Board of Secondary Education Sukkur with flying colours in 1993.

He passed his intermediate from the Government C&S Degree College, Shikarpur, affiliated with the Board of Intermediate Education Sukkur in 1995. Yet again, he secured good grades.

Mr Mirani was an extraordinary student in his school as well as in the college. He took active part in debate competitions and loved to play cricket.

While finishing his college education, Zahid Hussain got admission in Sindh’s prominent educational institution – University of Sindh – from where he completed his Bachelors of Science (B.Sc) and Masters of Science (M.Sc) in Physiology in 2000.

Mr Mirani also did his LLB from Haji Maula Bux Law College, Shikarpur which was affiliated with Shah Abdul Latif University, Khairpur in 2006. He became member of the Sindh Bar Council in 2008 and started practicing in lower and upper courts. He received a good repute being as the most competent lawyer.

In 2011, Zahid Hussain Mirani appeared and qualified the Departmental Commission of the Anti-Corruption Department, a provincial watchdog, and became Sub-Inspector (BPS-14).

Firstly, he was posted as Sub-Inspector at Deputy Director Karachi office in October 2011. He went to Police Training Center Shahdadpur for the police training.

While returning from the one year training, Mr Mirani was posted as Circle Officer, district Jamshoro. He was then posted in the office of Deputy Director South Zone Karachi.

Mirani had also served as Circle Officer Thatta, Sujawal, Tharparkar and Umerkot districts where he unearthed and investigated several cases of financial misappropriations.

In 2017, Zahid Hussain Mirani was promoted to the post of Inspector (BS-16) and remained posted in the office of Deputy Director Mirpurkhas and Director’s office at Karachi. He had also served as Circle Officer Karachi Souh and East districts.

In 2024, Zahid Mirani was promoted to the post of Assistant Director (BS-17) and posted at the Directorate of Anti-Corruption Establishment where he is serving till date.

Altaf Hussain Khawaja – A topper, an engineer, development expert, historian



KARACHI: While opening his eyes in the well-educated and prominent family of district Sujjawal, the coastal belt of Sindh province, Altaf Hussain Khawaja son of Mohammad Hashim was born on November 22, 1972.

His father Mohammad Hashim owned agricultural lands and known for his soft and kind behavior to the people of the area.

Altaf Hussain Khawaja has three brothers and three sisters.

Altaf received his primary education from the Government Boys Primary School Tarr Khawaja. He passed his matriculation from the Government Boys Secondary School Sujjawal, affiliated with the Board of Secondary Education Hyderabad in 1988. He clinched A-grade.

Khawaja cleared his intermediate examination from the Government Muslim Science College Hyderabad in 1990. He grabbed A1 grade in the Board of Intermediate Education Hyderabad.

Mr Altaf was very active and attentive in studies and always took active part in extracurricular activities in the school as well as in the college.

With an extraordinary talent and his love towards education, Altaf qualified for admission in the most premier education institution – Mehran University of Engineering and Technology (MUET) – from where he completed his Bachelors of Engineering (BE) in Civil in 1996. Yet again, he remained in the top five brilliant student in the university.

After finishing his university education, Altaf Khawaja started preparation and cleared the most competitive examination – Central Superior Services (CSS) held by the Federal Public Service Commission (FPSC) however he could not make it to the allocation process.

Similarly, Altaf Khawaja cleared another examination conducted by the Federal Public Service Commission for the post of Income Tax Officer however he did not join it.

In year 2005, Altaf qualified another competitive examination conducted by the Sindh Public Service Commission (SPSC) for the post of Assistant Executive Engineer (AEN), Works and Services Department, Government of Sindh. Finally, he joined the Sindh Government as AEN.

Firstly, Altaf was posted as AEN Buildings Division Matli in 2006 where he had served for a longtime. He had also served as AEN Education Works at Karachi’s Baldia Town.

In 2011, Mr Khawaja once again appeared and qualified the Sindh Public Service Commission (SPSC) examination for the post of Mukhtiarkar, Board of Revenue of the Sindh Government which he had joined by availing lien facility.

He had served in various districts of the Sindh province and his last posting was Mukhtiarkar Sujjawal. He also qualified the RQE.

In 2016, Altaf Khawaja quit the revenue job and rejoined the Works and Services Department and was posted as AEN Highways Sub-Division I Karachi where he served for two years.

In 2018, Altaf was posted as XEN Building Division-II Karachi. He had also worked as XEN Health Works projects lower Sindh as additional assignment.

Mr Khawaja also served as Regional Engineer Sindh House Islamabad in 2020. He had also worked as XEN Health Works. In 2021, he was posted as XEN Health Works upper Sindh.

Altaf also served as XEN Provincial Buildings Thatta, XEN Provincial Buildings Division-II, XEN District Buildings Sujjawal and XEN Buildings Division-I and II.

In March 2024, Altaf Khawaja was promoted to the post of Superintending Engineer (BS-19). Presently, Altaf is working as Superintending Engineer (SE) Provincial Buildings Karachi.

Syed Hassan Naqvi – A civil servant, an engineer, expert in resource mobilization, fund management



KARACHI: There is no doubt that hard-work and consistency in life always pay back.

Such is the case with Syed Hassan Naqvi, a grade-21 officer of the Pakistan Administrative Service (PAS) whose hard-work, dedication and commitment not only made him successful in career but also made him down-to-earth, kindhearted, soft spoken and brilliant human.

Syed Hassan Naqvi son of Syed Ali Naqvi was born on July 31, 1970 in prominent and well-educated family of district Khairpur. His father Syed Ali Naqvi was a textile engineer who has three sons and a daughter. All of them are well-educated and qualified.

Mr Naqvi received his primary education from the Government Saint Theresa’s High School Khairpur Mirs. He passed his matriculation from the Board of Secondary Education Sukkur and clinched A1-grade.

Hassan Naqvi, then moved to Karachi, the port city, where he got admission in the Government Delhi College from where he passed his intermediate in 1986. Yet again, he grabbed A-grade in the intermediate.

Since his school days, Hassan remained extraordinary student who always took active part in the school activities such as sports, debate and wirint competitions etc.

While finishing his intermediate, Syed Hassan Naqvi got admission in the Karachi’s premier educational institution – NED University of Engineering and Technology – from where he completed Bachelors of Engineering (BE) in Electrical in 1994.

With a vision to do something extraordinary in life, Mr Naqvi appeared in the Pakistan’s most competitive examination called Central Superior Services (CSS) and qualified it with flying colours in 1996. He was allocated Pakistan Administrative Service (PAS).

Firstly, Syed Hassan Naqvi was posted as Assistant Commission/SDM in Balochistan’s Noshki area. He also served as SDM Gwadar and Qila Abdullah. He also served as Executive District Officer (EDO) Finance in Mastung.

In 2002, Mr Naqvi was transferred to Sindh where he had served as Town Municipal Officer (TMO) Saddar, Director Local Tax of defunct City District Government Karachi (CDGK), Inspector General (IG) Registration. He had also served as Additional Secretary at Chief Minister’s Secretariat.

Hassan had also briefly served as District Coordination Officer (DCO) Sanghar and Larkana districts. Then, he also served as Director Finance, Export Processing Zone Authority (EPZA).

Hassan Naqvi had remained posted in Sindh for over a decade. He worked in the provincial government in different capacities and presently posted as Commissioner Karachi. Earlier, he had also served as Chairman of the Planning and Development Board.

He was responsible for formulating Annual Development Plan of the province. He also maintained liaison with the national planning agencies for formulation and implementing of public policies in the development sector in the province of Sindh.

Prior to this, he was posted as Secretary, Finance Department and was responsible for overall supervision of financial activities of the Sindh Government.

Naqvi has over 24 years of experience in the public sector, he had held key positions in the following government sectors including Secretary (GA) in the Services, General Administration & Coordination Department, Secretary of the Public Health Engineering Department, Secretary of the Finance Department, Special Secretary in Finance Department and Secretary to Chief Minister Sindh.

Mr Hassan Naqvi has expertise in public sector expenditure management, resource mobilization, project management and team leadership, public private partnership, fund management etc.
