Majid Yousfani – FPSC topper, gold-medalist in engineering, MBA topper, economist diplomat

KARACHI: Abdul Majid Yousfani, commonly known as Majid Yousfani – Topper in computer systems engineering, electronics, business administration, economist diplomat. His areas of expertise are revenue administration, tax collection, reforms and automation, teaching for research, training and research management.

Majid Yousfani opened his eyes in the most educated and well-off family of Mirpurkhas, Sindh on October 10, 1964 at Mirpurkhas city. His father, Abdul Raheem Yousfani, was the then District Public Prosecutor and a prominent practicing lawyer of Sindh. 

Majid received his primary education from the Government Primary School, Mirpurkhas and he completed his secondary education from the Government Comprehensive High School, Mirpurkhas. He passed his matriculation from the Board of Secondary Education, Hyderabad, clinching A grade, however he passed his intermediate from the Government Degree College, Hyderabad by securing A grade.

After finishing his intermediate, Majid Yousfani got admission in the Mehran University of Engineering and Technology, Jamshoro from where he completed his in Bachelors of Engineering BE (Electronic) in 1988. On the sidelines of his engineering, he also completed his Bachelors of Arts (BA) from the nearby Sindh University in 1986.

Being extra-genius and a brilliant student, Mr Yousfani clinched title of ‘best-graduate’ and ‘gold-medalist’. Soon after his bachelors, Mr Majid was offered to teach in Mehran University of Engineering and Technology, Jamshoro. He joined MUET as a Lecturer (BS-17) in December 1988 where he taught computer systems engineering until October 1992.

Besides this, Majid Yousfani also completed his Masters of Business Administration from Shaheed Zulfikar Ali Bhutto Institute of Science and Technology (Szabist) where this time too he was pronounced as the ‘best-graduate’ and gold-medalist. He also completed another degree Masters in Economic Policy Management, Columbia University, New York, USA.

While doing his job as lecturer, Mr Majid Yousfani started preparation for Central Superior Services – and other competitive exams. In 1991, he appeared and qualified CSS exams and got allocated in Commerce and Trade. He resigned from the lectureship and joined Ministry of Commerce as Assistant Director, Export Promotion Bureau in 1993.

In 1993, Mr Majid Yousfani, once again, appeared and qualified CSS exams. He got allocated in Pakistan Customs where he joined as Assistant Commissioner of Income Tax, Hyderabad Zone in 1994. He was also posted as Assistant Collector, Collectorate of Sales Tax, Hyderabad in 1996.

Majid Yousfani also served as Assistant Collector, Collectorate of Customs (Appraisement) from 1997 to 1999; Assistant Collector, Collectorate of Customs (Exports) from 1999-2000; Assistant Collector, Collectorate of Customs (Preventive) in 2001. After his promotion to the next higher grade (BPS-18), he was posted as Deputy Collector, Collectorate of Customs (Preventive) in 2001.

For a brief period of three months, Mr Majid also served as Financial Advisor Assistant, Private Clients Group, Merill Lynch, New Jersey, USA. He also served as Intern and Local Consultant, Trade and Transport Facilitation Project for Pakistan (June 2002 – August 2002).

After that, Majid Yousfani was posted as Deputy Director, Directorate of Training and Research, Customs, Excise and Sales Tax in September 2002. He also served as Secretary HR Coordination, Field Formation for a period of two years starting from November 2003.

After his promotion in BPS-19, Majid Yousfani was posted as Additional Collector, Sales Tax House in 2005 and then he also served as Additional Collector, Model Customs Collectorate in 2006. From June 2007 onwards, Mr Yousfani also served as Commercial Counselor, Embassy of Pakistan, Mexico.

While returning to Pakistan, Mr Majid was posted as Additional Director, Directorate General of Training and Research (Customs) in 2012. Then, he briefly served as Additional Collector at Port Muhammad Bin Qasim (Dec 2012 – Jan 2-13). In 2014, he was posted as Director, Directorate of Reforms and Automation where he worked until August 2015. The, he was posted as Collector, Model Customs Collectorate (Appraisement) East in 2015.

Moreover, Majid was also posted as Chief, Federal Board of Revenue (April 2016 to June 2016). In July 2016, Majid was posted as Consul General, Consulate General of Pakistan, Sydney Australia for a period of three years.

As he returns from Australia, he briefly served Chief Customs, FBR Headquarters. Then, his services were transferred to Sindh Government where he was posted as Member (IT and Audit), Sindh Revenue Board in 2019. In July 2021, he was made Chief, FBR Headquarters for a short period of three months.

In September 2021, Mr Yousfani was posted as Director General, Directorate General of Law and Prosecution where he is working with utmost honesty and dedication till date.

Apart from his brilliant qualification and wonderful journey as civil servant, Mr Yousfani also underwent a number of trainings that include: Revenue Forecasting and RA-GAP-Tax Gap Analysis VGAPx (OL20.2018) from IMF Institute; Model Thinking (University of Michigan); Spanish Vocabulary: Meeting People (University of California, Davis); Create Your First Chatbot with RASA and Python (Rhyme); AI for Everyone (Deeplearning.ai); Certificate Program in Contract Management (The World Bank Group); Energy Economics, Environment and Policy (Asian Development Bank); E-Course on Carbon Taxation (The World Bank Group); and Certificate Program in Public Procurement (The World Bank Group).

Majid Yousfani also toured a number of countries including Australia, United States of America, Mexico, Kingdom of Saudi Arabia, Malaysia, Canada, United Kingdom, United Arab Emirates, Peoples Republic of China, Republic of Korea and Hong Kong (Republic of China) etc.

Suhail Ahmed Qureshi – The topper, Gold-Medalist, an Engineer, a book-lover

KARACHI: While belonging to a prominent landlord and business family of district Shikarpur, Suhail Ahmed Qureshi son of Khuda Bux Qureshi was born on October 5, 1967. Suhail’s father owned rice factories, hundreds acres of agricultural land and other businesses.

Suhail Ahmed Qureshi has two brothers and two sisters and all of them are well-educated.

Suhail Qureshi received his primary education from Noor Ul Islam School Shikarpur. He passed his matriculation from the Government High School No 1 Shikarpur, affiliated with the Board of Secondary Education Sukkur in 1983. He clinched A1 grades in the board’s examination.

Mr Qureshi completed his intermediate from the Government C & S College Shikarpur which was affiliated with the Board of Intermediate Education Sukkur in 1985. Yet again, he grabbed A1 grades.

Suhail Ahmed Qureshi remained brilliant student since the school days who always took active part in the extra-curricular activities. He remained top position holder in the school as well as in college.

With his intermediate with best grades, Suhail Qureshi got admission in the most prominent educational institution – Mehran University of Engineering and Technology – Jamshoro in 1986 from where he completed his Bachelor of Engineering (B.E) in Electrical.

Mr Suhail was awarded with the Gold Medal with his much appreciated project – Electrical Power from the Ocean Waves -. His project was also on-aired on the only state-run television channel – PTV -.

Aiming to do something different in his life, Mr Suhail appeared in the most competitive examination – Central Superior Services – held by the Federal Public Service Commission (FPSC) in 1994. He had qualified the written tests however he was deprived of group allocation.

In 1996, Suhail Qureshi appeared in another competitive examination conducted by the Sindh Public Service Commission (SPSC). Simultaneously, Mr Suhail also qualified for the post of Assistant Director, Pakistan Telecommunication Company Limited.

With a vision to serve people of the province, Suhail Qureshi decided to join the Sindh Government and started his career as Section Officer (SO) in 1996.

Firstly, he was posted as Section Officer in the Finance Department where he had served for many years. He also served as Section Officer in Food Department; Services General Administration & Coordination Department (SGA&CD); and Local Government Department.

With his vast experience of administrative issues, Suhail was once again posted in the SGA&CD in 2004 where he had served for around four years.

In 2008, he was promoted to BS-18 and was posted as Deputy Secretary in the Services General Administration & Coordination Department (SGA&CD) where he served till 2012.

In 2013, Mr Suhail was promoted to BS-19 and posted as Additional Secretary (Services-I) at Services General Administration & Coordination Department (SGA&CD). He was first officer of Provincial Secretariat Services (PSS) who was posted as Additional Secretary (Services-I) as usually the post was filled by the officers of Pakistan Administrative Services (PAS) or other federal services.

Later, Suhail was posted as Additional Secretary, Agriculture Department in 2016 where he served for a period of one year. In 2017, he was posted as Special Secretary in Health Department where he performed for two years.

He had also briefly served as Special Secretary in the Anti-Corruption Department. In 2019, he was made full-fledged Director, Anti-Corruption Department, an important post which was equivalent to IGP as per Anti-Corruption Act.

In January 2021, Suhail Qureshi was promoted to BS-20 and was posted as Special Secretary (Prisons), Home Department. He also served as Secretary of the Irrigation Department for two years where he carries the title of one of the longest serving officer in the Irrigation Department. In 2023, Suhail Ahmed Qureshi was posted as Secretary Health.

In January 2024, Suhail Ahmed Qureshi was posted as Secretary, Public Health Engineering where he is presently performing his responsibilities with utmost honesty and dedication.

Masood Bhutto – A topper, civil servant, administrative expert, a doctor

KARACHI: Opening his eyes in the well-educated and landlord family of district Larkana, the hometown of two former premiers Shaheed Zulfikar Ali Bhutto and Mohtarma Benazir Bhutto Shaheed, Dr Masood Bhutto son of Rab Nawaz Bhutto was born on February 1, 1983.

His father owned agricultural lands of guava orchards in the outskirts of Larkana city. Mr Masood Bhutto has seven brothers and four sisters and all of them are well-educated.

Masood Bhutto received his early education from the Government Primary School at Ghulam Bhutto and completed his matriculation from the Government D.C High School, affiliated with the Board of Secondary Education Larkana in 1999.He clinched A-grade in the board’s examination.

Masood did his intermediate in pre-medical from the Government Degree College Larkana, affiliated with the Board of Intermediate Education Larkana. Yet again he grabbed good grades.

Being an extraordinary student in his school and college, Masood always took active part in the extra-curricular activities. He also won a number of quiz competitions at district level.

Later, Masood Bhutto qualified the entrance test with flying colours and got admission in the prominent medical institution – Chandka Medical College – from where he completed his MBBS in 2007.

With a vision to do something different in life, Dr Masood Bhutto moved to federal capital – Islamabad – where he did his House Job at Capital Development Authority (CDA) hospital in Urology Department. He, then, joined Islamabad Medical and Dental College as Senior Medical Officer in 2009 where he had served for a period of two years.

In the meanwhile, Dr Masood had also appeared in the Pakistan’s most competitive examination – Central Superior Services – and cleared it with flying colours. He grabbed 7th position and allocated FBR’s Inland Revenue Services (IRS).

Simultaneously, he also appeared in the Sindh Public Service Commission (SPSC) and qualified it. He was allocated Ex-PCS cadre. Dr Masood Bhutto left the IRS services and opted for Ex-PCS and joined the Sindh Government.

Mr Masood was firstly posted as Assistant Commissioner Larkana where he served for the longest period in the History of Larkano District from pre partition to this time i.e. 2012-2017. He also served as Additional Deputy Commissioner Larkana for a period of one year.

The credit for the vast road infrastructure on the right and left Bank of Rice canal crossing from the city, beautification and drainage system of Larkana city goes to Dr Masood Bhutto as he was the man who led the anti-encroachment drive in the city. He also put up his efforts to assist PPHI project and assisted the establishment of NICVD Larkana.

He also assisted in the establishment of SIUT Larkano. His endeavoring efforts for the establishment of English Cambridge Comprehensive School system.  He also assisted in the establishment of Sindh University campus at Larkana. 

In 2018, Dr Masood Bhutto was posted as Chief Monitoring Officer at Kamber-Shahdadkot district where he had served with utmost dedication for one year. He introduced many competition programmes among the students in Larkana and Kamber Shahadadkot .

In 2019, he was promoted to BS-18 and was posted as Deputy Director East, Sindh Food Authority, the newly established authority to ensure hygienic food to millions of dwellers of Sindh province. He had also served Sindh Food Authority as Deputy Director South, Malir and Korangi districts.

In 2022, after completion of MCMC Mr Bhutto was promoted to BS-19 and posted as Director Finance, Sindh Food Authority where he is currently performing his duties with honesty and dedication.

Munawar Ali Mithani – SPSC topper, FPSC qualified, civil servant, a topper, a lawyer,

KARACHI: Munawar Ali Mithani son of Ali Gohar Mithani was born on February 15, 1971 in district Larkana, the home district of two former premiers Shaheed Zulfikar Ali Bhutto and Mohtarma Benazir Bhutto Shaheed.

The Mithani family was known as well-educated and disciplined one. Munawar’s father was a well-reputed senior police officer of Sindh Police. Munawar has two brothers.

Munawar received his early education from the nearby school namely Shah Mohammad Primary School Larkana. He passed his matriculation from the Government Pilot School Larkana by clinching A-grade in 1985.

He cleared his intermediate from the Government Degree College, Larkana affiliated with the Board of Intermediate Education Larkana in 1987. Yet again, he secured A-grade.

Since childhood, Munawar Mithani was an extraordinary student who always took part in sports, quiz competition, debate etc. He also loved reading books and writing on various issues and topics.

Mr Mithani qualified and got admission in the Sindh’s most prestigious educational institution – Mehran University of Engineering and Technology – Jamshoro and completed his Bachelor of Engineering (B.E) in Civil in 1991.

After his engineering degree, Munawar Mithani started preparation for the competitive examination by the Sindh Public Service Commission (SPSC). Simultaneously, Munawar did Master of Arts (MA) in Political Science and LLB from Shah Abdul Latif University, Khairpur.

In 1993, Mr Mithani qualified for the post of Mukhtiarkar through competitive process by SPSC and had joined the Sindh Government. He was the youngest officer of the Sindh who joined the government services at the age of 18.

Firstly, Munawar was posted as Mukhtiarkar Survey and Settlement, Karachi East where he had served till 1999. In the same year, he was promoted to the post of Assistant Commissioner (AC).

In 1999, Munawar Mithani also qualified Pakistan’s most competitive examination held by the Federal Public Service Commission (FPSC) and allocated the Office Management Group (OMG) however he did not join that federal services.

After serving in the port city, Munawar was posted as Assistant Commission (General) at Commissioner Larkana office. He also served as Special Judicial Magistrate (SDM) Wareh town. Then, he served in PARCO as Land Acquisition Officer for a period of three years.

In 2005, Mr Mithani had joined the NCHD as its General Manager, Jacobabad where he served with utmost commitment and dedication.

After that, he was posted as Deputy District Officer (DDO) Revenue at Jacobabad.

In 2008, he was promoted to BS-18 and posted as Executive District Officer (EDO) Jacobabad. He also served as EDO Revenue as well as Deputy Commissioner Kashmore in 2011. Munawar also served as Deputy Commissioner Khairpur district in 2013 where he served for couple of years. He also served in the Municipal Services Delivery Program (MSDP) funded by the US-Aid in 2016-17.

In 2017, he was promoted to BS-19 and was posted as Director, Social Protection Unit, Social Welfare Department, Government of Sindh.

In 2019, Mithani was posted as Deputy Commissioner Kashmore district where a served for four years.   In 2023, Munawar Mithani was promoted to BS-20 and posted as Managing Director of the Sindh Technical and Vocational Training Authoriy (STEVTA) where he is still serving.
