Waseem Qaimkhani – Executive Engineer, development expert, book-lover, humbled person

KARACHI: Opening his eyes in the well-educated, well-established and prominent landlord family of Mirpurkhas, Mohammad Waseem Qaimkhani son of Mohammad Younus Khan was born on December 10, 1979 at Jhuddo, a small town of district Mirpurkhas.

His father Mohammad Younus is a well-known personality of the Jhuddo town who owns agricultural lands. He has two sons and two daughters.

Waseem Qaimkhani received his early education from the nearby Government Primary School. He passed his matriculation from the Government High School, Jhuddo, affiliated with the Board of Secondary Education Hyderabad, by clinching A-grade in 1995.

With the fast memory and active attitude, Mr Qaimkhani passed his intermediate from the Government Degree College, Tando Jam, which was affiliated with the Board of Intermediate Education Hyderabad in 1997.

Mohammad Waseeem Qaimkhani was an extraordinary student in his studies who always took active part in the school’s extracurricular activities. He was also a sportsman who loved to play cricket.

Being crazy with his studies and his love towards books, Mohammad Waseem Qaimkhani moved to Karachi, the port city, and got admission in well-reputed engineering university namely – Sir Syed University of Engineering and Technology – from where he passed his Bachelors of Engineering (B.E) in Civil in 2003. Yet again, he outshined in the university and secured good grades.

After finishing his engineering degree, Mr Qaimkhani joined Pakistani’s premier organization namely – National Logistics Cell – as Trainee Engineer at Karachi and became part of the team who designed and worked the Northern Bypass Road.

January 2005 was the year when Mohammad Waseem Qaimkhani qualified the most competitive examination conducted by the Sindh Public Service Commission (SPSC) and got appointed as Assistant Executive Engineer (AEN) BS-17 in the Works and Services Department of the Government of Sindh.

After joining the government service, Mr Qaimkhani was firstly posted as AEN Provincial Highways Mithi @ Tharparkar where he had served for more than three years. After that, he also served as AEN Highways Division Mirpurkhas for a period of three years.

Waseem Qaimkhani, then, served as AEN in the SPRIP (Sindh Provincial Road Improvement Project), a project of the Asian Development Bank (ADB) for a period of two years.

In 2017, Qaimkhani was promoted to the post of Executive Engineer (XEN) BS-18 and posted as XEN District Highways Shaheed Benazirabad district. He also had served as XEN in Provincial Highways Shaheed Benazirabad district.

In 2019, Mr Waseem was once again posted as XEN SPRIP (ADB-assisted project) where he worked tirelessly for a period of two years and developed more than 355 kilometers of road infrastructure that included – Khyber to Sanghar – Sanghar to Mirpurkhas and Tando Muhammad Khan to Badin -.

In March 2021, Mr Qaimkhani was posted as XEN Provincial Buildings Division-III where he is working till date.

Kamal Hakeem Dayo – A topper, an engineer, administrative pundit, book-lover

KARACHI: Opening his eyes in the well-educated, prominent landlord family of Khairpur district, Kamal Hakeem Dayo son of Abdul Hakeem Dayo is the young man who achieves what he wishes for despite the luxury life. His father was a senior officer of Sindh Government who retired from the service as Director of the Agriculture Department, GoS.

Mr Kamal Hakeem has only one brother namely Iqbal Dara who is also the most competent and commissioned officer. Presently, Iqbal Dara is serving as Deputy Inspector General of Police (DIGP), Government of Sindh.

Kamal Hakeem received his primary and secondary education from the Public School Hyderabad. He outshined in the matriculation examination held by the Board of Secondary Education Hyderabad.

He also clinched A-1 grades in the intermediate examination held by the Board of Intermediate Education Sukkur.

With the decent personality and smiling face, Kamal Hakeem was an outstanding and brilliant student who always topped in his studies. Besides, he always took active part in extra-curricular activities in school, as well as, in the college.

While finishing his intermediate, Kamal Hakeem succeeded to get admission in the well-reputed and prominent educational institution of Sindh – Mehran University of Engineering and Technical (MUET) – from where he completed his Bachelor’s of Engineering (BE) in Civil Engineering.

Aiming to do something different in life, Kamal appeared and qualified the most toughest and competitive examination held by the Federal Public Service Commission (FPSC). He then joined the Airport Security Force (ASF) as Assistant Director where he had served for quite some time.

Yet again, he was selected through rigorous selection process and joined the National Accountability Bureau, a corruption watchdog, as Assistant Director-cum-Investigating Officer (IO). He had briefly served the NAB.

In the meanwhile, Kamal Hakeem also appeared and qualified the competitive examination undertook by the Sindh Public Service Commission (SPSC) and allotted the Ex-PCS slot. He joined the Sindh Government as Assistant Commissioner (AC).

Firstly, he was posted as Assistant Commissioner (UT) at Hyderabad. He also served as Assistant Commissioner Karachi South; Model Colony; Gulshan-e-Iqbal; Nazimabad. He had also served as Additional Deputy Commissioner-II Karachi East and Additional Deputy Commissioner-II South district of Karachi.

With his promotion to BS-18, Mr Kamal was posted as Deputy Secretary, Sindh Education and Literacy Department where he served for a brief period. He had also worked as Deputy Secretary in Energy Department, Government of Sindh.

Afterwards, Kamal was posted as Additional Deputy Commissioner-I in Karachi’s Central district where he served with utmost honesty and determination. Then, he was posted as Deputy Director, Sindh Food Authority.

Kamal Hakeem also served as Deputy Director, Anti Corruption Department at Hyderabad, Sukkur and Headquarters at Karachi.

After promotion to BS-19, Mr Hakeem was posted as Deputy Director (Legal), Anti Corruption Department.

Presently, Kamal Hakeem is posted as Managing Director of the Sindh Mass Transit Authority (SMTA) where he is responsible for overseeing the development and management of mass transit projects in Sindh province.

Suhail Ahmed Qureshi – The topper, Gold-Medalist, an Engineer, a book-lover

KARACHI: While belonging to a prominent landlord and business family of district Shikarpur, Suhail Ahmed Qureshi son of Khuda Bux Qureshi was born on October 5, 1967. Suhail’s father owned rice factories, hundreds acres of agricultural land and other businesses.

Suhail Ahmed Qureshi has two brothers and two sisters and all of them are well-educated.

Suhail Qureshi received his primary education from Noor Ul Islam School Shikarpur. He passed his matriculation from the Government High School No 1 Shikarpur, affiliated with the Board of Secondary Education Sukkur in 1983. He clinched A1 grades in the board’s examination.

Mr Qureshi completed his intermediate from the Government C & S College Shikarpur which was affiliated with the Board of Intermediate Education Sukkur in 1985. Yet again, he grabbed A1 grades.

Suhail Ahmed Qureshi remained brilliant student since the school days who always took active part in the extra-curricular activities. He remained top position holder in the school as well as in college.

With his intermediate with best grades, Suhail Qureshi got admission in the most prominent educational institution – Mehran University of Engineering and Technology – Jamshoro in 1986 from where he completed his Bachelor of Engineering (B.E) in Electrical.

Mr Suhail was awarded with the Gold Medal with his much appreciated project – Electrical Power from the Ocean Waves -. His project was also on-aired on the only state-run television channel – PTV -.

Aiming to do something different in his life, Mr Suhail appeared in the most competitive examination – Central Superior Services – held by the Federal Public Service Commission (FPSC) in 1994. He had qualified the written tests however he was deprived of group allocation.

In 1996, Suhail Qureshi appeared in another competitive examination conducted by the Sindh Public Service Commission (SPSC). Simultaneously, Mr Suhail also qualified for the post of Assistant Director, Pakistan Telecommunication Company Limited.

With a vision to serve people of the province, Suhail Qureshi decided to join the Sindh Government and started his career as Section Officer (SO) in 1996.

Firstly, he was posted as Section Officer in the Finance Department where he had served for many years. He also served as Section Officer in Food Department; Services General Administration & Coordination Department (SGA&CD); and Local Government Department.

With his vast experience of administrative issues, Suhail was once again posted in the SGA&CD in 2004 where he had served for around four years.

In 2008, he was promoted to BS-18 and was posted as Deputy Secretary in the Services General Administration & Coordination Department (SGA&CD) where he served till 2012.

In 2013, Mr Suhail was promoted to BS-19 and posted as Additional Secretary (Services-I) at Services General Administration & Coordination Department (SGA&CD). He was first officer of Provincial Secretariat Services (PSS) who was posted as Additional Secretary (Services-I) as usually the post was filled by the officers of Pakistan Administrative Services (PAS) or other federal services.

Later, Suhail was posted as Additional Secretary, Agriculture Department in 2016 where he served for a period of one year. In 2017, he was posted as Special Secretary in Health Department where he performed for two years.

He had also briefly served as Special Secretary in the Anti-Corruption Department. In 2019, he was made full-fledged Director, Anti-Corruption Department, an important post which was equivalent to IGP as per Anti-Corruption Act.

In January 2021, Suhail Qureshi was promoted to BS-20 and was posted as Special Secretary (Prisons), Home Department. He also served as Secretary of the Irrigation Department for two years where he carries the title of one of the longest serving officer in the Irrigation Department. In 2023, Suhail Ahmed Qureshi was posted as Secretary Health.

In January 2024, Suhail Ahmed Qureshi was posted as Secretary, Public Health Engineering where he is presently performing his responsibilities with utmost honesty and dedication.

Masood Bhutto – A topper, civil servant, administrative expert, a doctor

KARACHI: Opening his eyes in the well-educated and landlord family of district Larkana, the hometown of two former premiers Shaheed Zulfikar Ali Bhutto and Mohtarma Benazir Bhutto Shaheed, Dr Masood Bhutto son of Rab Nawaz Bhutto was born on February 1, 1983.

His father owned agricultural lands of guava orchards in the outskirts of Larkana city. Mr Masood Bhutto has seven brothers and four sisters and all of them are well-educated.

Masood Bhutto received his early education from the Government Primary School at Ghulam Bhutto and completed his matriculation from the Government D.C High School, affiliated with the Board of Secondary Education Larkana in 1999.He clinched A-grade in the board’s examination.

Masood did his intermediate in pre-medical from the Government Degree College Larkana, affiliated with the Board of Intermediate Education Larkana. Yet again he grabbed good grades.

Being an extraordinary student in his school and college, Masood always took active part in the extra-curricular activities. He also won a number of quiz competitions at district level.

Later, Masood Bhutto qualified the entrance test with flying colours and got admission in the prominent medical institution – Chandka Medical College – from where he completed his MBBS in 2007.

With a vision to do something different in life, Dr Masood Bhutto moved to federal capital – Islamabad – where he did his House Job at Capital Development Authority (CDA) hospital in Urology Department. He, then, joined Islamabad Medical and Dental College as Senior Medical Officer in 2009 where he had served for a period of two years.

In the meanwhile, Dr Masood had also appeared in the Pakistan’s most competitive examination – Central Superior Services – and cleared it with flying colours. He grabbed 7th position and allocated FBR’s Inland Revenue Services (IRS).

Simultaneously, he also appeared in the Sindh Public Service Commission (SPSC) and qualified it. He was allocated Ex-PCS cadre. Dr Masood Bhutto left the IRS services and opted for Ex-PCS and joined the Sindh Government.

Mr Masood was firstly posted as Assistant Commissioner Larkana where he served for the longest period in the History of Larkano District from pre partition to this time i.e. 2012-2017. He also served as Additional Deputy Commissioner Larkana for a period of one year.

The credit for the vast road infrastructure on the right and left Bank of Rice canal crossing from the city, beautification and drainage system of Larkana city goes to Dr Masood Bhutto as he was the man who led the anti-encroachment drive in the city. He also put up his efforts to assist PPHI project and assisted the establishment of NICVD Larkana.

He also assisted in the establishment of SIUT Larkano. His endeavoring efforts for the establishment of English Cambridge Comprehensive School system.  He also assisted in the establishment of Sindh University campus at Larkana. 

In 2018, Dr Masood Bhutto was posted as Chief Monitoring Officer at Kamber-Shahdadkot district where he had served with utmost dedication for one year. He introduced many competition programmes among the students in Larkana and Kamber Shahadadkot .

In 2019, he was promoted to BS-18 and was posted as Deputy Director East, Sindh Food Authority, the newly established authority to ensure hygienic food to millions of dwellers of Sindh province. He had also served Sindh Food Authority as Deputy Director South, Malir and Korangi districts.

In 2022, after completion of MCMC Mr Bhutto was promoted to BS-19 and posted as Director Finance, Sindh Food Authority where he is currently performing his duties with honesty and dedication.
